I wish to reduce the amount of sediment when bottling my brews. Next time I am going to syphon my brew from the primary FV to a second FV with a Little Bottler attached.
Do I have to wait until fermentation is complete before syphoning the brew to the second FV?
How long do I have to wait before I can bottle the brew once it's in the second FV?

You can leave for longer in the secondary but I find the longer you leave it the longer it takes to carbonate. If you leave it in there for to long say maybe a week then it can take months just to get some carbonation.
You could try a few bottles at different stages to experiment and see the difference in results.
