Before bottling is says to put sugar into the FV then bottle, Would it be ok to put 4 carb drops into a 1ltr bottle instead??

You don't have to use the method the instructions say, sometimes people add the sugar to the vessel so it can be added all in one go and mixed in, rather than a little sugar to each bottle which takes longer. If you prefer to prime each bottle instead, and using carbonation drops is a quick and easy way, then 4 drops per 1 litre bottle will carbonate it nicely
