Barrel and Tap Cleaning - Best way?

I have just finished my last lot of beer and now have to clean my pressure barrel for my next batch (Standard 23 L with 2 inch cap) and wondered whats the best way?
do I need some kind of brush to get in there and physically scrub it? or is it just like steralising the fermenting vessel where I add the cleaner, fill it up and leave it for a certain time?
Also, should i remove the tap to steralise that? or just leave the tap in and run water / steraliser through it?

any info appreciated :)
