Lack of carbonation is usually down to a couple of things, either it needs longer to condition and let the CO2 build up as it secondary ferments, or it was not primed with enough sugar when transferred to the barrel. After priming the barrel with sugar, it speeds it up if you keep it somewhere warm for a week, then move it somewhere a few degrees cooler to help it clear and condition. Often when a brew is flat it is a sign it just needs leaving longer, and the advantage of this is the taste will also improve as it conditions. The barrel must have made an airtight seal, but this is usually apparent when you draw off a brew if there is no pressure
