What kind of bottles are you using?  If PET is there any sign of them getting firm?  What kind of caps? Are you sure they are sealed?

Maybe you have managed to bottle fairly clear so there is less yeast in the bottles so it is just going to take longer to carbonate.

If it is definitely primed then the sugar will do it's job, we suggest moving the bottles somewhere warm for a good few days (or even onto a heater tray), even a week as this will help the priming sugar dissolve quickly and easily, the bottles will then firm up and it can be left at least another couple of weeks to condition. A Darran says if it is clear then there may be less yeast suspended in the brew when you bottled it, this is great for the finished beer as it will have very little sediment, but it can mean it takes longer to carbonate as there is less suspended yeast to work on the priming sugar, time should rectify this and you will end up with some nice beer, you could just leave it a good few weeks and it will sort itself out
